Important points from the speech of Hon DCM & FM Devendra Fadnavis at pre-union budget meeting 2023-24 with Hon Union Finance Minister at New Delhi on 25th November 2022.
Shri Devendra Fadnavis congratulates Government of India for increasing the size of Special Assistance to States for Capital Investment from Rs.15,000 crores during the year 2021-22 to Rs.1 Lakh crores for the year 2022-23. In addition to the allocation to the State, Maharashtra has submitted additional projects of around Rs. 3000 crores to GoI. It is requested to sanction them to State, which will help boosting the economic growth of our State.
Shri Devendra Fadnavis thanked GoI for receiving GST compensation due for the State from 2017-18 to 2020-21. Maharashtra also received adhoc compensation for the year 2021-22 and for the first quarter of 2022-23. CAG certification is underway for this balance period.
While praising PM GatiShakti Yojana as great beginning, Shri Devendra Fadnavis demanded announcement of fiscal incentives for the logistic sector. He also requested for measures such as financial assistance towards employers’ contribution to CPF etc. as this will lower the cost of hiring in the MSME sector and help in generating employment.
DCM Devendra Fadnavis thanked Hon PM Narendra Modi and Finance Minister Nirmala Sitharaman for withdrawing the increase in excise duty on iron ore and concentrates. This step will boost the economy in areas like Konkan region of Maharashtra, which is rich in minerals by promoting mining and also ancillary industries related with mining.
DCM Devendra Fadnavis also requested for central scheme for land acquisition for big infra projects.
While congratulating Union Government for approving the country’s updated Nationally Determined Contribution (NDC) which seeks to enhance India’s commitment towards combating the climate change issues, DCM Devendra Fadnavis recommended to incorporate tax concessions and incentives in the upcoming budget for clean energy industries.
DCM Devendra Fadnavis requested to release 14th Finance Commission grants as MoHUA has recommended release of Performance Grants of Rs 1444 crores to ULBs for the years 2018-19 and 2019-20. Similar recommendation for Performance Grants of Rs 1208.72 crores for RLBs was made by Ministry of Panchayat Raj for the years 2017-18, 2018-19 and 2019-20.

Increase in Supplementary Nutrition Program (SNP) rates as old rates are from 2017 and also sanctioning of 8170 new Anganwadi Centres.
Increase of upper limit of 25% to 40% for MSP procurement under GoI’s PSS Scheme
Release of balance amount of Rs 348.83 crore for implementation of RTE Act.
Earmark fund for infrastructure development in Samagra Shiksha.
Release Rs. 46 crores for New National Bio Gas and Organic Manure programme (NNBOMP)
Release of grants under Maharashtra State Rural Livelihood Mission (MSRLM) be divided into 2 instalments instead of 4 for speedy execution of these schemes.
Rs 500 crores be released for conservation and restoration of the six major forts namely Raigad fort, Torana fort and Shivneri fort in Pune district, Sudhagad Fort in Raigad district, Vijaydurg Fort and Sindhudurg Fort in Sindhudurg district.
Financial assistance for development of tourism infrastructure for (1) Nivati, Sindhudurg (2) Ajanta, Aurangabad (3) Tadoba, Chandrapur (4) Gosekhurd Dam, Bhandara (5) Tipeshwar, Yavatmal, and (6) Shivshrushti, Pune to under SWADESH 2.0 scheme
Specified percentage of CSR fund may be utilised by industries to reduce carbon emissions and tackle climate change.
Preferential procurement (minimum 25%) of bamboo furniture and other forest products by Central Government ministries / departments / offices.
Inclusion of training programs on processing, packaging products under Skill India Programme. Provision of Scholarships and Skill Enhancement Programme especially for the children of tribals/Forest Dwellers in forest fringe areas.
Contributions made to the Tiger Foundations should be eligible for 100% tax deduction without qualifying limit.
Providing insurance to NTFP collectors especially Tendu collectors under Pradhan Mantri Shram Yogi Mandhan Scheme (PM-SYM).
Under the Central Road Fund Scheme, the state has received Rs 7316.45 crores from the year 2000 to June 2022 and the State Government has spent Rs 8295.71 crores. Balance amount of Rs. 979.26 crores be released at the earliest.
DCM Devendra Fadnavis assured Union Government that Maharashtra will continue to play a decisive role in accomplishing the vision of Hon PM Narendra Modi ji to make India a USD five trillion economy by 2028-29.

– भांडवली गुंतवणुकीसाठी विशेष सहाय्य 2021-22 च्या 15 हजार कोटींहून आर्थिक वर्ष 2022-23 साठी 1 लाख कोटी रुपये इतके वाढवून दिल्याबद्दल केंद्र सरकारचे विशेष आभार. याशिवाय, महाराष्ट्र सरकारने सुमारे 3000 कोटी रुपयांचा अतिरिक्त प्रकल्पांसाठीचा प्रस्ताव सादर केलेला आहे, त्याला मंजुरी प्रदान करण्यात यावी. यामुळे राज्याच्या आर्थिक विकासाला गती मिळेल.
– 2017-18 ते 2020-21 या आर्थिक वर्षांचे जीएसटी कम्पेन्सेशन महाराष्ट्राला प्राप्त झालेला आहे. 2021-22 या आर्थिक वर्षासाठी तसेच 2022-23 च्या पहिल्या तिमाहीसाठी हंगामी कम्पेन्सेशन प्राप्त झालेले आहे, त्याही बद्दल आभार. उर्वरित कालावधीसाठी सीएजी सर्टिफिकेशनची प्रक्रिया सुरू आहे.
– प्रधानमंत्री गतिशक्ती योजना ही अतिशय चांगली सुरूवात आहे, असे सांगतानाच लॉजिस्टिक क्षेत्रासाठी आगामी अर्थसंकल्पात आर्थिक सलवती देण्यात याव्यात, अशी मागणी देवेंद्र फडणवीस यांनी यावेळी केली. केंद्रीय भविष्य निर्वाह निधीत योगदानासाठी आर्थिक सहाय्य करता आले तर एमएसएमई क्षेत्रात रोजगाराच्या व्यापक संधी निर्माण होतील.
– आयर्न ओर आणि कॉन्सनट्रेटस यावरील एक्साईज ड्युटीत केलेली वाढ मागे घेतल्याबद्दल देवेंद्र फडणवीस यांनी केंद्र सरकारचे आभार मानले. यासंदर्भातील मागणी त्यांनी पत्र पाठवून केली होती. विपुल खणिज संपदा असलेल्या कोकणासारख्या क्षेत्राच्या अर्थकारणाला त्याचा मोठा लाभ होईल. यामुळे खणिकर्म आणि संलग्न उद्योगांना चालना मिळेल.
– मोठ्या प्रकल्पांच्या भूसंपादनासाठी बँकांकडून कर्ज उपलब्ध होत नसल्याने त्यासाठी केंद्रीय स्तरावर योजना तयार करावी.
– हवामान बदलांच्या प्रश्नावर भारताची प्रतिबद्धता अधिक दृढ करण्यासाठी नॅशनली डिटरमाईंड कॉन्ट्रिब्युशन (एनडीसी) ला मंजुरी दिल्याबद्दल केंद्र सरकारचे आभार मानतानाच आगामी अर्थसंकल्पात क्लिन एनर्जी उद्योगांसाठी करांमध्ये काही सवलती आणि प्रोत्साहनपर योजना असाव्यात, अशी विनंती केली.
– गृहनिर्माण आणि नगरविकास मंत्रालयाने स्थानिक स्वराज्य संस्थांसाठी 1444 कोटी रुपयांच्या परफॉर्मन्स ग्रांटस आर्थिक वर्ष 2018-19 आणि 2019-20 साठी शिफारस केलेले आहे. त्याचप्रमाणे पंचायत राज मंत्रालयाने 2017-18 ते 2019-20 या आर्थिक वर्षांसाठी ग्रामीण स्थानिक संस्थांना 1208.72 कोटी रुपयांची शिफारस केली आहे. 14व्या वित्त आयोगाचा हा निधी राज्याला देण्यात यावा.
देवेंद्र फडणवीस यांनी या बैठकीत केलेल्या आणखी काही मागण्या खालीलप्रमाणे…
– पोषण कार्यक्रमांतर्गत देण्यात येणारे दर 2017 चे असल्याने त्यात वाढ करण्यात यावी. तसेच नवीन 8170 अंगणवाड्यांना मंजुरी देण्यात यावी.
– केंद्र सरकारच्या एमएसपी खरेदी योजनेतील मर्यादा 25 टक्क्यांवरून 40 टक्के करण्यात यावी.
– राईट टू एज्युकेशन कायद्याच्या प्रभावी अंमलबजावणीसाठी 348.83 कोटी रुपये देण्यात यावेत.
– समग्र शिक्षा अभियानात पायाभूत विकासासाठी निधीची तरतूद करण्यात यावी.
– नवीन राष्ट्रीय बायोगॅस आणि ऑर्गेनिक मॅन्युअर कार्यक्रमासाठी 46 कोटी रूपये देण्यात यावेत.
– महाराष्ट्र राज्य ग्रामीण जीवनोन्नती अभियानासाठी देण्यात येणारा निधी 4 हप्त्यांऐवजी 2 हप्त्यांमध्ये देण्यात यावा, यामुळे या योजनेची अधिक प्रभावी अंमलबजावणी शक्य होईल.
– महाराष्ट्रातील 6 किल्ल्यांच्या संवर्धनासाठी 500 कोटी रुपये देण्यात यावेत. यात रायगड, तोरणा, शिवनेरी (पुणे जिल्हा), सुधागड (रायगड), विजयदुर्ग आणि सिंधुदुर्ग (सिंधुदुर्ग जिल्हा)
– स्वदेश 2.0 अंतर्गत पर्यटन सुविधा निर्माण करण्यासाठी आर्थिक सहाय्य करण्यात यावे. यात निवती (सिंधुदुर्ग), अंजठा (औरंगाबाद), ताडोबा (चंद्रपूर), गोसेखुर्द धरण (भंडारा), टिपेश्वर (यवतमाळ), शिवसृष्टी (पुणे) यांचा समावेश
– कार्बन उत्सर्जन कमी करणे आणि हवामान बदलाच्या समस्यांचा मुकाबला करणे यासाठी सीएसआर निधीचा अधिक उपयोग करण्यात यावा.
– केंद्र सरकारचे मंत्रालय, विभाग आणि कार्यालये यात बांबू फर्निचर आणि इतर जंगल संबंधित उत्पादनांची खरेदी करताना 25 टक्के प्राधान्य देण्यात यावे.
– कौशल्य प्रशिक्षण कार्यक्रमांतर्गत प्रक्रिया, पॅकेजिंग इत्यादींचा समावेश करण्यात यावा. आदिवासी आणि जंगलांत राहणार्‍यांसाठी शिष्यवृत्ती आणि कौशल्यवृद्धी कार्यक्रमांची आखणी करण्यात यावी.
– व्याघ्र संवर्धनासाठी देण्यात येणारे योगदान 100 टक्के करमुक्त करावे.
– प्रधानमंत्री श्रमयोगी मानधन योजनेत तेंदूपत्ता वेचणारे, नॉन टिंबर वनसंपदा गोळा करणार्‍यांना विमा देण्यात यावा.
– केंद्रीय रस्ते निधीत राज्याला 2000 ते 2022 या काळात 7316.45 कोटी रुपये प्राप्त झाले आणि राज्याने 8295.71 कोटी रूपये खर्च केले. 979.26 कोटी रुपये राज्याला देण्यात यावे.
– पंतप्रधान मा. नरेंद्र मोदीजी यांनी देशाला 2028-29 पर्यंत जे 5 ट्रिलियन डॉलर अर्थव्यवस्थेचे लक्ष्य निर्धारित केले आहे, त्यात महाराष्ट्र आपले भरीव आणि भक्कम योगदान देईल, असे देवेंद्र फडणवीस यांनी या बैठकीत आश्वस्त केले.
